Programme Design
The most critical period in Service Delivery programme development or in a project management cycle, is the design phase. During this stage, it is advisable to first conduct a comprehensive Scoping Study that examines the exact nature and scope of the project.
In laymen’s terms, the Scoping Study is the official collection of the project management information that is required to execute the project or programme. It serves to determine and document the business reasons for the existence of the project, what the project sets out to achieve and which factors could influence the success of the project.
Once the Scoping Study is complete, a report is compiled with recommendations to address any deficiencies that may exist. This report will also form the basis from which the project management plan is designed. The following are elements that could typically form part of this crucial project management process:
- An analysis of the business/project environment;
- An analysis of the business needs in quantifiable goals;
- A review of the “as is” scenario or current operations;
- The conceptual design of the final project outcome and deliverables;
- A financial breakdown of costs as well as a budget;
- A complete stakeholder analysis;
- A project charter that includes costs, tasks and activities,
deliverables and a time schedule; and - A Project Plan.
